Abstract

After the promulgation of the Foreign Direct Investment Law in 1997, Ho Chi Minh City (HCMC) was one of the provinces to quickly establish and develop export processing and industrial zones (henceforth industrial zones). At present, there are 24 industrial zones in HCMC. The development of social services for labors at these industrial zones is of urgency in order to ensure a better life for them and at the same time the security and social order in the industrialization and modernization process. This study presents a theoretical framework of social services and social services development for labors at industrial zones in HCMC, thereby pointing out the achievements and shortcomings as well as the causes of such shortcomings. In addition, the study offers some suggestions and policies to enhance the efficiency and quality of the social services for labors at industrial zones in HCMC.
