Abstract

Fire-fighting problem is particularly severe problem in security and the lives of people, especially in Ho Chi Minh City in recent years. Based on collected data in Ho Chi Minh city from 2012 to April 2014 and to enhance the proactive work and minimize fire damage, enhancing firefighting resources arranged in the city is essential. The decision model, which core powered by Markov Chain, is built as well as evaluating the optimal scenarios serve to mobilize fire resources. Besides, the statistical, spatial and heuristic techniques will support the rules to layout and affect to the optimization output plan over the time. Finally, the whole process is integrated in a GIS system
