ENHANCING THE CULTURAL TRAIT OF STATE-ADMINISTRATIVE MANAGEMENT IN THE PRESENT SITUATION THE SIGNIFICANCE - THE EFFECT - THE CONTENT

Abstract

State management, a dynamic social activity, rules widely and deeply over many various fields of social living : therefore Culture is an essential angle that it cannot miss. On the other hand, in reality because of concretely historic condition and situation, some activity of the state management could be restricted in cultural trait (less the value of science, human culture, aesthetics...) that the clearest manifestation is the restrictions, even the rottenness in the process of implementing the functions, the responsibility of the state in itself. This leads to the certain standstill on the social life. To raise the problem of enhancing the cultural trait of state administrative management in the present situation, is really the striving (the effort) to construct, to perfect the whole organisation, activity of state administration following the targets, the general responsibilities that the Party and the Government have already determined. Especially, among them, there is the responsibility of "constructing the advanced Vietnamese culture bold with the national character in the process of implementing the industrialisation, the modernisation of the country". The essence, the target, the significance and the effect of this question aim to determine more clearly the cultural essence of a state that is really "of the people, from the people and for the people". The concrete content of this main question is the cultural angle in organisation and activity of the state administrative apparatus, including : State administrative institution, organised structure and operated mechanism of the administrative apparatus, team of administrative government servants and cadres, government offices and public services, matters of state administrative management, fields of state management (about politics, economy, culture...).
