DEMOCRACY AS A BASIC HUMAN VALUE

                            Abstract
The article deals with democratic issues, a basic value in human history. The writer examines democratic issues from ancient Greek times up to the French Revolution and through the Age of Enlightenment and Materialism and the 18th century doctrine of democracy of Marx - Engels. The writer also discusses the democratic tradition in Vietnam and suggests ways in which the democratic rights of the population may be developed to their full potential in line with the philosophy of the revolution.
