Abstract

Combining a practical and theoretical approach to the development of the Arts and Culture before and after reform, the writer states that Art and Culture needs to and is moving towards expressing the rich spiritual world of human beings. Art and Culture also needs to reflect their concerns, hopes and endeavors to identify themselves with the market economy and the industrialisation and modernization of society so that hunger and poverty can be eradicated and the individual and society enriched. The expansion of the market economy and the world wide industrialization and modernization of society is narrowing the range of human and spiritual values and depriving humanity of the richness and diversity of spritual values. Therefore, Arts and Culture should represent and encourage national identity, not only in the area of Fine Arts, but also in the realm of social activity and human ips. It is only in this way that Arts and Culture can contribute to national reform and inspire the creative instinct.
