Abstract

Southern Vietnam is a fertile land for social sciences. In the development of our society, this land needs cultivating through a combination of social and natural sciences and technology (as it is proved in reality) Southern Vietnam with Ho Chi Minh City as its centre plays an important role in the process of our industrialization and modernization. A series of social sciences projects are feasible because of their relevance and practicality. These researches provide scientific data for planning and developing the socio-economic system in the region and in the whole country as well. Southern Vietnam also offers favourable conditions to clarify the orientation policies on social sciences stated in the 2nd Politburo Decision (the 8th Session) Second in rank to Hanoi, Ho Chi Minh City has a great number of social sciences researchers whose activities in this field are many and various. However, their activities lack concentration and relatedness in the context of a promising land. Because of the lack of proper guidance, researchers are not given many chances to make a breakthrough out of their academic confinement. Some indispensable fields of research haven't been explored fully, and it is true that we are suffering from the lack of human resources in terms of expert training, a strong network of research institutes and colleges of social sciences, and regulations by which local authorities are associated with social science organizations in making important socio-economic plans and projects. In view of strategies for social science development, the writer places an emphasis on the role of HCMC Council of Social Science - an organization which enables social science researchers to apply themselves to the realities of local and national situations.
